Is Biden being dismissive, as Clinton was said to be? Was the hubbub over Clinton's quote in fact overwrought? Would any of the people who'd be offended by these lines ever be actual potential Clinton or Biden voters? Does this thinking look different 3 years into the presidency?

"basket of deplorables" made for an easily quoted, memorable line. But part of what got Clinton in trouble was she said "half" of Trump's voters went in it--she'd been using the line at other events, but only said "half" that night. Biden just put the number at "there are people"

Wouldn't put it past a lot of MSM journalists to be more offended by that then by when Trump said Nazis marching with torches were fine people!

I can’t find anything from Biden’s quote that could become buzzwords like “basket of deplorables” did

Except that after four years - we now all know that they truly are deplorable. Their march in Michigan today showcases it perfectly.
