That had to be two different operators. The first mention of language seems clearly to be referencing the vagueness of the legal terminology in article 13.

Yeah that wasnt totally clear on their part, but i think thats part of the legal "language" issue. It may be that any content you preciously uploaded from within the borders under article 13 will be blocked, but content outside the jurisdiction since tou are now in the us are ok.
