Surveillance. By law, Security Guards that work for private companies are still considered civilians. Meaning, in this situation since no one's life or health was in danger, the security guard would be cited for assault if she layed a hand on the man.

Aren't there any laws that allow private citizens act to prevent crime that they see happening before their eyes?

No. The government puts these laws in place specifically so civilians DONT get involved. If a civilian tried to step that man, he could have a weapon and use it on the civilian. Police are trained to handle these situations, not civilians.

No such thing. Security Guards are NOT police, and can not do most of what the police CAN do.

Maybe where you live that's how it is, but where I live security guards (not all) do carry guns and are trained to handle violent situations.

That is exactly what I am saying. What I'm ALSO saying is that they cannot use force one someone commiting theft, because it's a non violent crime.

Yeah again it depends on where it happens. Laws vary from state to state, country to country.

No where in the US are private security officer's allowed to "play police" without being contracted by the government. My point in the case of this video, is the loss prevention officer at a Walgreens did everything he could do within his power.

Are you sure about that? A quick google search tells me otherwise, eg: shoplifting/merchant statutes, citizen's arrest, etc.
