If it’s possible to restore an iOS device from the Terminal of another jailbroken iOS device, wouldn’t it theoretically be possible to run checkra1n from the Terminal if all dependencies were installed?

Yes it’s possible. The issue is the USB stack isn’t really a good one and it’s similar to rasp pi’s 0-3 it won’t work enough to justify the work they’d have to do to make it work.
