That may be caused by the Bundle ID which is http://com.apple.ist .* so that the Apple signing server won’t allow you to do so. (SEED’s is http://com.ist.apple .*, so you could do that)

So if I change the Bundle ID, then it would work? If this is the case how would I change the Bundle ID of an already-compiled .ipa?

I would say you could hardly do so. There might be some ways for certain normal apps, but for Apple internal apps which may include an authentication system, I guess you just simply can’t.
