The @USCDPSACBurke account appears to be legitimate. Now, to find out where the email and video came from.
Alma Burke just recently took this position hence why the account has recently been created. It's followed by numerous USC school related accounts, so I can safely say the tweet is real and #USC students should continue as normal.
