The majority of the areas where WHO circ. campaign has been most active (i.e. with greatest numbers of men circumcised) HIV rates have been observed to be rising the fastest compared to areas with circ has not been implemented. Why? Circ. does not reduce the risk of HIV infec.

Utterly false. Per UNAIDS: "The reduction in new HIV infections between 2010 and 2018 was strongest in eastern and southern Africa (28% decline)." This is where circumcision has been most actively promoted. https://www.unaids.org/sites/default/files/media_asset/2019-UNAIDS-data_en.pdf …

That is an uncontrolled study. Along with circ, many patients were given safe sex education and strongly encouraged to use condoms. It is condom use NOT surgery that has led to this dramatic reduction & this reduction could have been achieved thru condom use alone with less $$$

I don't think that directly addresses the claim, in part because HIV+ men may be less likely to get circumcised. The claim was that after non-infected men get circumcised, they are acquiring HIV at a higher rate than intact peers. Have evidence on that claim? #i2

Yes. Three gold-standard, randomized, controlled clinical trials each of which showed substantially and statistically significantly lower rates of HIV infection in circumcised men. And almost all follow up observational studies show the same results.
