(5) The protocol doesn’t require insurers to consider the scope 3 emissions of their clients. They can thus disclose only the operational emissions of the fossil fuel companies they insure but ignore the much larger emissions from burning the fossil fuels which they enable.

(4) Narrow scope: The protocol declares the business lines which are typically used for insuring new projects to be out of scope, so insurers can ignore the new fossil fuel projects they underwrite when calculating their insured emissions.

(3) Talk, not action: The protocol allows insurers to set targets for engaging with their customers, which can be fulfilled "simply in recognizing the re/insurer's efforts (that may or may not result in a specific outcome)". No outcomes required…!
