By accessible, do you mean available for cheaper (maybe free)? Or available in the neighborhood? Both don’t justify filling up a trash bag and not paying a dime while crashing through the door on the way out.

By "not accessable" they mean that full time employment in a majority of the country forces you into extreme poverty, preventing your from purchasing even minor luxuries like hair and skin care, etc.

Thats up to individual companies. Most don't want the exposure to multimillion dollar lawsuits and opt for the bare minimum, which still gets them their tax deductions. Then they cut wages, hours, benefits, and raise prices.
