If the security guard were to be injured while engaging the suspect, the payout for that employee could be vastly more than the value of the stolen items. In these situations they are told to sit back and watch, lest they be fired.

Employees are covered under employee compensation insurance. The real reason why they arent allowed to do anything is lawsuits. If that dude on the bike got hurt, theres a fat lawsuit waiting for him. He can cash out hundrends of thousands for getting hurt while stealing
