Yeah even given the decoupling you want to say that there exist causal mechanisms at shorter distances responsible for the goings on at longer distances. A failure of decoupling is one thing; it makes computations difficult but it’s not impossible to overcome. On the other hand..
well to be fair we don't really understand emergence at all, so the extent to which the macroscopic world is entirely determined by the microscopic world is entirely up for debate, should we throw our convictions away

Can't remember the exact reference (just woke up lol), but there are some dynamical systems ideas having to do with strong scale-crossing effects near bifurcations. Not to say that's a well understood area... I'd love to understand it better
