I think its refers to 'discrete' change rather than continuous change, which mirrors the difference between changes in kind rather than changes in degree Thus, a Quantum Leap in understanding does not mean a gigantic leap in degree but a change in kind, like a paradigm shift.
it's not a question of what it could mean, it's a matter of how people use it

Isn't that how they're using it, I think they mean it metaphorically I don't think they mean gigantic change in degree I think they mean change in kind whenever someone says something like, "a quantum leap in understanding" like the leap in understanding from Classical to Quantum
