I’m trying to figure out what to do with that quasi static business .. my guess is that means the acceleration is small which means the spring and electric force are approximately balanced

I think it's that, but also to treat every state as equilibrium, even as it charges. It's a fancy way of saying not to worry about the electrodynamics of moving current? Maybe?
