      Lots of models predict cosmic-ray acceleration near binary mergers (mainly binary neutron stars but some predict for black hole mergers too).       Long story short though imagine an LHC on parsec to kilo-parsec scales. Then the proton collisions (or proton collisions with ambient photons) give you neutrinos from muon decay
