Sealed system. Flies are holding themselves up with a collective 4.9 N of force. Something has to react that force. Ultimately, it's the bottom of the jar, and as such, the scale.

Flies are not floating, they are flying. In order to fly they have to accelerate air in direction opposite to their weight. If they would stop flying, they would fall and their weight would contribute to the total weight measured by the scale.
