How do you deal with people who feel entitled to be a part of things they have no right to be involved in, without damaging your professional relationship? How do you set boundaries without burning bridges?

basically I started a project at my university, tried to recruit some people as part of the team, one dude decided he wants to be a project lead and is claiming this is a university funded project so anyone should be able to do whatever they want, went over my head to admin and-

claimed they're on his side, but uh i went & spoke w them today & they backed me up in that it's my project, they're not paying for shit so i can do whatever i want, now i gotta tell this dude he's no longer involved in any capacity cuz he's an entitled dick (but diplomatically)
