I lolled! But I think it boils down to a massive photon theory (in an effort to keep everything nicely Lorentzian, but not caring one whit about QED gauge invariance). IOW, rather than "making c smaller" more like "making photons slower than gluons".
Annoyingly the more I think about it, the less I think I have any idea at all about what's going on in your initial tweet!
