      The center itself is an infinitesimally small point, and so its effect on the color is vanishing. Where the rim meets the road, the tire is momentarily at rest. This however is also a single vanishing point. Moreover, the wheels are assumed to be of sufficiently ..

      small radii such that the variation in the tangential velocity as you move along the wheel does not vary a respectable amount to be able to discern any noticeable variation in the color

      If you check the original website there is no doppler shift included in this simulations: https://www.spacetimetravel.org/rad/rad.html  The green one is just a green wheel rotating, not a red one doppler shifted.
