No? A car driving 10 m/s doesn't have higher velocity on a 10m long road than on a 100m long one, but it will reach the end earlier.
i was saying in terms of them going the same distance (not in the animation), the red light will still win and hence must be traveling faster

Could you also say when going into the prism the blue is decelerating more than the red?
