Are those dots meant to be quantum field-values, QED photons, or the like? If so, do you mean to claim that Snell's law (or even Duarte & Piper Am. J. Phys 1982) is fully recovered by building up from quantum elements travelling at different speeds (or having different momenta)?
No, it’s just a visualization. However snells law is derived from QED
