I'd say the meaning of "keep shining light on it" depends on the strength of particle-light coupling. The stronger the fouling the shorter the time needed to cause a change in the state of the particle relative to the state of photons. There is, after all, no sudden change.
like i said it was a heuristic example. If you want a precise definition, it just means to keep the particle in a position eigenstate.

I'm not interested in an abstract definition, but the physical process involved in such a definition. Based on your example, I understand the process to be one in which system and measuring device/field are coupled via some interaction w specific properties. Do you agree?
