Come on, with enough circles, many logo of this type can be arbitrarily approximated to any degree one likes.

If you are joking then all right. If not, designers are probably not fiddling with circles in trying to design something, but that, in expressing an idea/inspiration, if a curve (arc included) fits nicely somewhere, then put that curve there.

"many logo of this type" (talking about not only twitter logo) can be "arbitrarily approximated" (in the case of Twitter logo, one does not need too many circles to 100% reproduce the thing, but it might not be this easy on patterns with complex details) to "any degree one likes"
