But if I go to the electron's rest frame, this magnetic attraction must obviously be absent, because they are just sitting there, repelling each other. How is this apparent contradiction resolved?
that's fun! here's my go.. So what we need therefore is that the two electrons to never be attracted in any frame since they repel in the rest frame. The ratio F_B/F_E \propto β^2 < 1. Hence the B force will never overcome the electrostatic force

That's a good point, so the speed limit c is already a must! But do the moving electrons attract each other at least a little bit, i.e. repell each other less?

I do suppose they would.. i don't see why not.. so there would still be the apparent paradox of the disagreement of force strength.. hmmm
