A conjecture on my part: it might be a way to standardize the form? Any terms with λᵢ = λⱼ can be grouped together (assuming aᵢ and aⱼ >0 still holds). Afterwards, all terms satisfy λᵢ ≠ λⱼ and may as well be ordered. Pretty sure you're correct, re: rearrangement is fine.
