Hasn't this been happening for as long as wars and disasters have been taking place, if nothing else it puts money into local communities. I can't remember there being a scandal after other disasters or wars.

If i wanted to start a youth football team up in this country i would have to comply with some very stringent safeguarding rules and checks dictated by the FA. WHY don't these conditions exist for charities.
