It's a good first step, but what I really want to see is YouTube adopting a full-on innocent until proven guilty policy when it comes to this stuff. (When a claim is made, nothing would be done to monetization until a YouTube employee manually reviews it.)

A policy preventing Copyright owners from making $ on manual claims for:
Short song clips (ex: 5 sec of a song)
from passing cars)
Claimants can still block monetization or the video itself, but timestamps help you edit out the claim.
