It seems to be a form of escapism where potentially isolated teenage boys start to identify with idealised feminine characters. These boys, although not noticeably effeminate, realise that masculinity is very oppressive. They find it lacking in pleasure.
That depends entirely on the type of anime these boys are watching. Maybe things are different now, but 10-ish years ago when I watched anime there were plenty of strong male leads and male side characters that were stereotypically masculine in a positive way.

Definitely. The guy in the article describes the very feminine type, which is definitely aimed at boys, providing a sense of it being OK to enjoy. 'Cute girls doing cute things'. Straight boys enjoy both the cuteness of the girls +the fact they're not repressed, like the reader.

There is seriously awesome anime out there, but a good majority of it has at least one or more sexualized female characters. Sometimes they're busty and mature, and sometimes they're little girls. It really depends on the type of anime you watch.
