I haven’t read the paper, but intuitively, it makes sense. As the punisher think about it they rationalize that the intended response may have been harsher than either intended or necessary.

Part of the desire for revenge is the desire for the other person to KNOW the harm they caused & agree that it as harmful. That they knew they were wrong. People imagine that by being able to explain “why” the other person will have this emotional cognitive epiphany. Pure fantasy
