I think that people considered your suggestion to ban all Russians from visiting European countries as a "punishment" by itself. And perhaps that's exactly what you meant to say. But it looks more like a "measure" to me - while the "punishment" would be to cut economic ties.

I.e. if you want Europe to be secure: stop buying russian oil and gas, stop buying vaccines, stop outsourcing workforce. And after that - ban people from visiting, for exactly the same term. That would make sense, but not vice versa.

Germany needs to be work hard to reduce its dependency on autocrats. Exports to China, energy from Russia, meddling by Erdogan of Turkish community. A Germany that is held hostage can’t provide the leadership Europe needs.
