I honestly don't think he is. I think he's just willingly become a traitor. I think he's just genuinely a terrible human being who's an opportunist. But that's just me.

Yeah, I think most likely explanation is what Jim says, despite the alluring intrigue of blackmail. It’s nauseatingly ironic, though, that these guys campaign on principles, then shape-shift in the service of a singular goal: re-election.
