I authored legislation to require everyone to be brought inside hotels. I've wrote legislation to require it, held hearings, resos etc. I'm pushing everyday to get them to bring people inside from SOMA, & many have been. I can't perform executive branch responsibilities directly

And when the law is not being followed, the courts are the remedy. No, the courts are not 100% equitable due to cost, but they're the best we've got. In this case folks with standing would either be someone unhoused (who likely can't afford the filing costs) or the BoS.

as a matter of practice, the courts will defer to the executive especially when they respond, "i'm doing all i can under the current resource constraints and so on and so forth." complaints are good. but pick the right target.
