Embracing Artificial Intelligence: The Biden Administration and the U.S. Congress should accelerate the implementation of the National Institute of Standards and Technology’s (NIST) AI Risk Management Framework as the preeminent tool for managing AI risks and increasing the trustworthiness and adoption of AI. The U.S. Congress should fund AI research and development, maximize the government’s use of AI, and avoid prescriptive mandates that inhibit AI innovation.

Creating a Globally Competitive Tax System: The U.S. should foster a U.S. and international tax landscape that creates certainty for businesses and promotes research and development, innovation and investment. U.S. tax policy should include pro-innovation and investment principles that encourage growth, research and development, and certainty and predictability. To do so, the U.S. Congress should prioritize retroactively reversing the amortization of research and development expenses, addressing tax-deductible interest deductions under Section 163(j) and maintaining full expensing. The U.S. Congress and the Biden Administration should work to ensure global tax reforms are principles-based and do not subject U.S. companies and operations to double taxation. They should also strongly oppose unilateral taxation efforts to ring-fence the digital economy or otherwise depart from long-standing international tax and trade norms.

ITI Celebrates #BlackHistoryMonth: Granville Woods (Inventor). Granville Woods invented the multiplex induction telegraph, which not only helped dispatchers locate trains but also allowed moving trains to communicate by telegraph. In 1901, he invented the power pick-up device, which is the basis for the “third rail” currently used by electric transit systems. Throughout his lifetime, he had nearly 60 patents and contributed greatly to the development of electric railways.
