          There is no agreed definition of #terrorism yet there is a global architecture of repressive laws to deal with it. Sometimes domestic definitions can include women driving. We’re hearing from @NiAolainF @UNHumanRights Rapporteur on counter-terrorism #StatesOfEmergency
