(1) I think question 1 and 2 are very much interrelated. Speech is a direct product of human congition and the society that humans have built over the last couple of millenia. Still, it represents in how far we are able to build a conceptual representation of our enviroment

(2) From a Cognitive Science perspective, I would argue that any functional equivalency is sufficient to make the claim "X thinks (like a human)" true. Especially when looking at architectures like neuromorphic computing.

Whoever set this debate topic obviously doesn’t understand what is AI and cognitive science. This is 3rd year university subject. The answer to “Can computer ever think like human” has already been established.
