In an unchanging world (like nearly all of human history) that would probably have been true in most cases. Since (I would guess) the Enlightenment, technology has upset the system.
Niavely, I would have predicted older people to be massively more effective at doing stuff than younger people (say, 55 vs 25), because of decades of time to learn. But the differences seem marginal. Do people learn less as they age? Or is learning stuff just not that useful?

Computers and the Internet have exaggerated the effect further. Toy example: A 25-year-old can learn to code online in 6 months and eclipse the 55-year-old who’s been doing a task with spreadsheets for 30 years.
