Yo, to figure how they did it: Identify: How are votes counted? Who is responsible for the counting? Who reports the vote count?

For example, in the Roy Moore election in AL: A private company called ES & S counts all 67 counties in AL electronically.

How it is done: Voters mark paper ballot. Voters feed paper ballot into Electronic Scanner An electronic ballot image is created

The electronic ballot images are what is then counted electronically by ES & S computers.

The electronic ballot images are then destroyed by ES & S. Paper ballots are never counted.

Federal Law requires storage of election count. Contracts are signed by election officials so they cannot inspect the source code.

ES & S has wireless access to their computers that electronically count the votes while it is happening.

ES & S co. reports the vote count to election officials in AL. ES & S is a subsidiary of McCarthy Capital, a private equity firm.
