Last time I did the math(few months ago). Futures really didn't have volume, to make it worth manipulating has it change? (lazy to look)

Is the settlement price a specific price that they decided to trade Bitcoin for at a specific date? Or just the price that Bitcoin is being traded at on the settlement date
