the major issue is the media. mainstream media coverage of the green party is nonexistent/biased against them. if people were informed of the green party, its platforms, and the people voted based on policy not "electability", they would be doing far better.

How do you intend to get Congress and Senate to approve these changes?

These policies are popular. A Green President could use the bully pulpit to get millions of people to pressure Congress and threaten them with a Green Party wave if they don’t pass these policies.
