In Italy on a bus a young immigrant teenager didn’t have a ticket. He spoke with a non-police monitor. It was fatherly-like conversation, no fine. In contrast, I got $150 fine for riding a NYC bus bc I couldn’t find my ticket. I had a monthly pass.
