If everyone was organized in to a movement that refused to pay city taxes until the budget was de-fascized they'd be on their hands and knees at the negotiation table.
LA just approved a budget that gives 54% to the police. While Congress spends ~60% of its discretionary budget on the military w/ bipartisan support, deep blue cities spend their budgets on militarized police.
