The President cared only about the announcement of the investigations, not that they were actually completed.
Ambassador Sondland's testimony makes this clear.
Testimony from David Holmes confirms that President Trump only cared about the "big stuff" — his requested investigations.
On July 26, Trump called Sondland and asked only about the investigations.
Sondland later confirmed: Trump "did not give a [expletive]" about Ukraine.
President Trump directed his personal agent to implement the scheme. Rudy Giuliani repeatedly stated he was pursuing the investigations in his capacity as the President’s personal lawyer.
Giuliani made this clear in his May 10 letter to Zelensky:
There is no dispute that the two investigations sought by President Trump were not part of official U.S. foreign policy.
The President and his operatives worked outside the professional national security staff, as Dr. Hill testified.
Trump's own DOJ, the agency normally responsible for these kinds of investigations, distanced itself from his Ukraine scheme.
On the July 25 call, Trump told Zelensky he should speak to Attorney General Barr. But after the call was released, the DOJ denied any involvement.
Multiple career public servants repeatedly reported their concerns in real time to their supervisors & the National Security Council legal advisors.
Lt. Col. Vindman, Dr. Hill, Mr. Morrison, and Amb. Taylor are non-partisan civil servants who put duty first.
Ukrainian officials clearly understood that President Trump was asking them to investigate his political opponents in the U.S.
They did not want to get involved, and the resisted repeatedly.
The White House buried the call record. National Security Council lawyers "locked down" the July 25 call record by placing it in a highlight classified NSC system - a level of security that such a call would not typically require.
