A shield and a gas mask are preparations to defend oneself, not attack others. It would be like an American America in the 1960/ taking a helmet to do a sit in at a lunch counter. Also, What sort of immigration enforcement is @CBP doing in Portland?

These seem like reasonable defenses to protect oneself from overzealous jackboots, such as those at DHS. Last I checked, neither shields nor gas masks are considered offensive weaponry, so the victim you stole this from was indeed a peaceful protester.
