PR people, can you help me settle this once and for all? Do or don't: E-mail to follow up on a legitimate review code request after receiving no response?

Depends on the specific circumstances IMO. If you have done a lot of work with the dev/pub previously it's easier to follow up. I appreciate a gentle reminder/follow up as sometimes requests can get missed, especially from press that I know fairly well/have met previously.
Reading that back makes it sound like I'm more likely to miss requests from people that I know 
That's not what I meant haha. I meant I especially appreciate those people following up... It's been a long day
