3 options for 0 shouldn't be there as if you have 0 mana, right? It should look at the board state and add 1-2 options max for this turn (0 mana) if possible and 1 option for the next one. As twisting nether, etc. Btw does Zephrys recognize if the board is frozen?

No since it doesnt read text unless the text is taunt. That’s what the problem is. It thinks nether next turn is too late since he takes 27 from the board if the minions aren’t frozen.

I'm pretty sure he takes the next turn into account, I've been offered Jaraxxus or Pyroblast many times without available mana to play them

Had this same exact thing happen to me too. Seems like the only way to get nether is to play Zeph when you have 8 mana left.
