There’s really only 5 relevant classes on ladder (Rogue, Mage, Warrior, Shaman, Hunter) and even then Hunter kind of sucks (But still sees lots of play for some reason??) and Shaman is good because it beats Mage and Hunter.

Kind of both. I don’t think it’s Specialist limiting decks since Specialist kind of mimics ladder the best but I do agree that other formats allow more decks to flourish.
