You lose net one mana since you’re paying 1 mana for this effect. In the mid game you’re probably ahead on mana with other ramp and you don’t want your opponent catching up. Other than that it’s just innervate which isn’t an amazing card.

yeah, it’s only absurd turn 1, and mostly dead in the late game, assuming this doesn’t have an excess mana effect.
