Robinhood did not invent payment for order flow. Whether you like them or not, they pioneered zero commissioned trading while others charge commissions and made money from PFOF...this is something many pundits and journalists don't understand.
As I understand he didnt invent it but was the first one to use it widely & was its biggest proponent But i may be wrong

One of the first. Bernie and Tony Sanfillippo pioneered it for retail and went out selling It but it was really Kenny and Walter who took it to the next level with the roundtable.

My old M.D. told me that Jefferies was crossing block orders OTC back in the '60s. I don't know if they were the first ones to invent off-exchange trading for listed securities but that was way before my time.
