Those other buyers must be speeding! How else can they get to the restaurant before me?! I propose we fill the road with speed bumps so everyone has a fair shot to get those delicious pizzas at a fair price

As you say, the logical course of action is to remove any benefits of having a faster pipe by placing the single Market Structure Pizza franchise underground at the end of an actual miles-long one-way pipe bored through the ground that cars would slowly drive through.
