Imo they do take risk in many cases they are just very good at minimizing it whenever possible. To your point though they choose their trades & know when to take risk and when to stay on the sidelines.

The whole reason mm's are there is because of the timing mismatch of these other investors. If everyone came to buy/sell at the same time then there's no need for a mm, but that's not how it works for most of the trading day
