I agree those are the key questions, and I'm having trouble with #1 the most. There are already big exchanges native to Europe (LSE, Euronext, Deutsche Borse, ICE) - why haven't they done what CBOE's doing already? Why will CBOE beat them to the punch?

I’m admittedly a novice in this space so don’t have any strong point of view— but do see some merit in CBOE’s claims that it has some unique ability to disrupt the current market structure in EU by introducing a more deep/liquid US market style exchange, given its experience herepic.twitter.com/u4eJgXWpLU

Again, taking CBOE at its word, it does appear there is strong demand from market makers used to the US style derivatives market wanting this carried over to EU products across the Atlanticpic.twitter.com/w3E4gahhrt
